Product Problem: John Deere 14SB Transmission Problem

I have a John Deere 14SB. The transmission will not engage. The belt pulls tight and the pulley spins but the mower does not move. There is a small lever on top of the transmission that has a spring attached. If I rotate the lever against the spring the transmission engages and the mower moves. It will not do it simply by pull the cable. Any ideas how to get this lever to rotate by itself. I cannot find any pictures online to show the set up, I was thinking something was missing. Thanks
